According to Pokemon.com Latias is a Dragon and psychic type pokemon. Its pokedex entry says that "Latias is highly sensitive to the emotions of people. If it senses any hostility, this Pokémon ruffles the feathers all over its body and cries shrilly to intimidate the foe."
Latias is going to be weak against Bug, Dark, Dragon, Fairy, Ghost, and Ice type moves. It is however resistant to Electric, fighting, fire, grass and psychic and also water type moves. Its always best to use pokemon with dragon type moves for maximum effectiveness.
Best Pokemon to Counter Latias
The top 3 pokemon that can be used against Latias are Rayquaza, Dragonite and Gengar.
Rayquaza performs quite well, although not a great PvP pokemon, rayquaza deals a decent amount of damage in raids. It has a max Cp of 4336 and an attack of 284, dence of 170 and a stamina of 213.

Now that Mega evolutions is a thing in the game, you should really consider mega evolving a gengar beforre the battle. This will also boost the attack of other ghost type pokemon in the raid. Gengar has a maximum CP of 3,254, an attack of 261, a defense of 149, and a stamina of 155. Its Mega Gengar form has a maximum CP of 4,902, an attack of 349, a defense of 155, and a stamina of 199. The best moveset Gengar can use in this battle is lick for its fast move, and then shadow ball and sludge bomb for its charged moves.
